Terrorism, like beauty, is in the eye of the beholder. The same activities perpetraited by the "terrorists" when done by "our" side are often regarded as patriotic and brave. As an example the French resistance during WW2 engaged in the systematic hassment of the Germans invading their country as do the terrorosts in middle eastern nations against American and United Nations troops. The Gurka troops employed by the British were used for nasty and dramatic sneak attacks on the Nazi troops.

It is actually not that complex to define; it simply is a definition with a lot of moving parts. A terrorist is determined by having the following definition with six distinct parts: (1) a person who (2) uses violence (3) against civilian populations (4) in order to provoke fear among that civilian population (5) in order to instigate for political change in the country where the civilians were attacked (6) in line with the preferences of the person who used the violence. The issue is more that people naturally have strong political views and may feel emotionally close to the cause "defended" by the terrorist. As a result, they would prefer not to label those whose ultimate goals they may agree with as a terrorist, since the word terrorist is seen (rightfully) in a negative light. The same issue arises when people who support an authoritarian leader try to avoid calling him a dictator because of the negative implications. You also have the reverse issue, where the military forces of a country are violently attacked in an unorthodox way by insurrectionists. In order to tar the enemy, the word terrorism is used instead of proper terms.
