I don't have an answer, as such, but I'd really like one! I would just like to add a few details.

I heard of a case where a Kurdish prisoner was dressed all in red, placed in a red cell, etc. for 12 hours at a time and then given several hours in direct sunlight. This was repeated continuously.

I know that red light is used in combat, as it does not affect night-vision. Maybe red, therefore, increases photo-sensitivity. Something to do with rods and cones, maybe. I'd really like an answer from somebody who knows what they're talking about!
