Yes and no. There are proactive actions of police forces... undercover work, setting up stings, etc., but, naturally, there is only so much which can be anticipated in advance. One or two people hold up a convenience store, there is no real way to predict when it'll happen, so they have to be reactive. So yes, there is a reactive nature involved in police work, but there is a proactive nature with police work in trying to prevent crimes before they occur.

What is traditional patrol?

Traditional policing is/was mainly reactive in nature. That is, police patrol the streets during their shift and react to what crimes and/or infractions are being committed. They also, of course, respond to dispatch calls of crimes in progress. Crime prevention is achieved through mere police presence. The most significant way in which they differ is that Reactive investigations happen when the crime occurs and then the police responds, or reacts to the crime, while in Proactive investigations, the police gets involved in the crime before it happens. Reactive investigation reacts to the crime after it has been committed, and Proactive investigations acts before it is committed in a way to prevent it.

What is reactive police work?

Reactive policing is where police officers would sit in their station and wait for the call from a member of the public summoning them to the scene of a crime. They would proceed to investigate and try to 'solve' the incident. It is considered a better practice to do proactive policing. This is actually being out on the beat, looking for issues, getting to know the community, and preventing the incident from occurring in the first place.
