Generally a police report can be obtained for a small fee. Normally a subject calls the police, they come out and write a report. Sometimes it takes a little longer because of all parties not having enough information. If a person wanted a report and one was not filed, I would first suggest going to speak with the commanding officer of that shift. They can look into why one wasnt written and then they can take the appropriate action to get you your report (even if its just a stat 10 report). If that doesnt get you a report then request to speak with the Chief of Police.
Additional: While the above is good advice (in the case of an alleged criminal complaint) - keep in mind that not everything that is brought to the attention of the police is automatically a 'police matter' or that it generates a 'police report.'
Many-MANY times things such as civil matters, minor neighbor complaints, reports of problems with other municipal agencies or services, etc, etc) are brought to the attention of the police but over which they do not have control or the legal authority to act. THESE matters oftentimes do NOT generate a report of any type.
