CCA is paid by the state per inmate - and charges the state about half the cost compared to what states pay state DOC facilities. In doing so, CCA minimizes the amount of classes and rehabilitation of inmates. Thusly, the recidivism rate is higher as CCA WANTS inmates to return, as this is how they make their profits. In essence, they profit off of the misery of people. In the long run, this costs the taxpayers more money in paying for the repeat offenders which CCA encourages.
