Is there anything you can do to keep an ex son-in-law who is a police officer from calling the police to your house just because he can?

If he really is doing this, you can file a complaint with the PD. I had to file a complaint a few years ago against a police officer (although not for that) but generally, you can file a complaint against any police officer. Here, you go through the interal affairs department, but, just like any other process, if there's no proof, there's not much they can do.
