Many citizens feel more confortable to speak to police they may know on a name basis rather then walking up to an intimidating officer you have never met. Ie. You share stories or information you know with your friends rather then strangers. The ability of the police department to involve the community will help ease peoples apprehention to call the police if they suspect a crime or are in need of help. The downfalls of community policing is that certain members of the community may develope an idea of immunity from the law enforcement officals in their town because then know them. Even with these downfalls the fact the community is more willing to speak to the police out weighs the entitlement feelings of a few.
