They have protection from Gun Control Laws that are not available in the US.
In various ways, but mostly, by police officers and courts. Police officers patrol the city or county to help reduce crime, but then if someone is caught doing something illegal, the person is punished (normally) in some way, such as a citation and fine, or by being arrested.

ALL cities - indeed - ALL jurisdictions in the United States are patrolled by some type of law enforcement agency. Most large cities have their own established Police Departments but there are still some who are patrolled by Sheriff's Departments.
