The power of a police officer lies vested in his physical strength and ability. It is based on this power that he gets enrolled as a police officer. A police officer without power can in no means subdue a criminal, it is vital. Likewise, the authority of a police officer is vested in him through a governmental agency that empowers or clothes him with certain duties that can take authority of to arrest and subdue criminals. Both are very vital in performing successfully as a police officer.
I hope this explanation helps.

Police Power
IMO, police power is the authority of a police officer to arrest an individual suspected of a crime. On the other hand, due process of law protects the right of the accused; that is, a suspect is presumed innocent until proven guilty. Thus, the authority should not trample a suspect's bill of rights when discharging its police power.
Police Power
The question is not worded well. (In the broad sense) The power of the police is derived from the authority of the Executive Branch of government (of which the police are a part) to enforce the laws and regulations enacted by the Legislative Branch of Government. (In a more narrow sense) Police power is confined by the jurisdiction in which they are employed or assigned. (for example: City A's police cannot go to County B's jurisdiction and exercise their authority).
Authority can use either law or power depending on the circumstances. An authority who uses power outrageously is not acting properly. On this question, when the word "authority" is mentioned along with "power" I assume that "authority" is related to the police affairs. But authority is also related to any person who works in any other governamental department. In this case, power differs from that kind of power used to maintain order in society issues.
Warwickshire Police Authority was created in 1995.
Metropolitan Police Authority was created in 2000.
Metropolitan Police Authority ended in 2012.
