When looking at a picture or painting there is a background that is the things that are not the main focus of the picture for example the sky or a building. The foreground would be the people in the picture or more simply the main focus of the picture.
The opposite of foreground is background.

The background in a film is the setting of the scene where the actors occupy the foreground.

Forced perspective is the technique that is used when the size of objects and people in the background is diminished to create the illusion of greater foreground-to-background distance.
Imagine a picture of person, standing on the roof of a building, with the city skyline behind them. The person and the roof would be the foreground, whereas the skyline would be the background. Foreground refers to the bits at the front; background refers to the bits at the back.
