You cannot. i was just turned away in Alberta because of a fine in Ontario.
It means you have some restrictions on your drivers license, or that you not a fully licensed driver in your state/ province. It also means that you do not have the full privileges of that Class of license. at least that's what in means in Ontario and Canada this is not to be confused with conditions such as having to wear eye glasses.
