After a lifelong career in the field I can state that I am unaware of ANY police agencies that contract out their driver training responsibilities to civilans. Which is not to say that perhaps some do, just that I am not aware of them.
The particular rigors and hazards of patrol and pursuit driving are such that they are almost ALWAYS handled by 'in-house' instructors.
