If by "CID" you mean Criminal Investigations Division (i.e.: Detective/Investigator) - in the US - you must first become a sworn law enforcement officer (LEO). After some time on the job you may apply for (or be recognized as) a candidate for investigation duties. While educational background can be important it is much more common (and important) that your native intelligence and ability to deal with the public and criminal element in conducting and successfully concluding crime investigations. Not everyone who wishes to become a detective will succeed. It IS a specialized field and nothing whatsoever like it is glamorously portrayed on TV.
