If officers are in 'Fresh Pursuit" of someone whom they believe to have committed a felony offense they may pursue across jurisdictional lines although they will have no arrest powers in the neighboring state they may continue to pursue until the law enforcement agencies of that state take over and assume the pursuit. Most (all?) states have mutual assistance agreements drawn up between them to cover just such a situation. As a practical matter, altho the officers of the original state may not be empowered in the neighboring state they do have more "status" than that of a regular citizen's arrest.
