The answers to this question are largely subjective, but I will explain my view.

There's a personality that wants to become a police officer. Going in he or she knows that the pay isn't great for the risks they'll have to take. In spite of this they're willing to assume a role where they carry a gun and exercise authority over others while being despised by some and feared and distrusted by others. We don't get many philosophers or mild mannered people in our police forces.

Then comes the job. They deal routinely with the worst elements of society. Cops sees the worst side of even the best people and come to see and expect the worst in everyone. Their personality makes them react more negatively to being sassed than the average person, yet they're sassed and verbally, sometimes physically, abused by the people they deal with. Because of this they can develop a callous disrespect for the general public. They sometimes encounter tense situations where they're uncertain what will happen next -- perhaps they will be attacked or killed. They're people, whether they admit it or not they become afraid. One of the results of all this is a harsh authoritarian behavior toward those they're dealing with. People don't like to be commanded to do things in a demanding and what seems like an angry way.

The above factors cause the public to fear, distrust and dislike police. This in turn often causes the police to try to avoid social interaction with people outside of the blue. Thus a vicious cycle occurs where their isolation causes them to mistrust of the public even more. The public senses this behavior which causes the them to mistrust the police even more and the cycle continues to go downhill.

P.S. Certainly not all of the public feel as depicted above and not all police fit the description above.
