Radio waves in the microwave band are used to measure the speed of cars using a technique called "Doppler RADAR", by measuring the change in frequency of the returned waves.
These waves are electromagnetic waves.

oh yes, the radar guns are attached to the cars internal computers, so it compensates for the forward speed.
They measure engine speed in RPM, but car speed in MPH. If you want to know how they know how fast the cars go from the stands or the officials' booths, that is what radar guns are for. Inside the cars, the speedometer tells how fast they are going, and the tachometer tells how fast the engine is running.

The frequency of the radar signal does not change. Be it a cop getting you speed, or a modern car with Brake assist (they use a radar signal to assist keeping a safe distance) it's all timing, how long from the radar source to return to source. If a police car is still, and you are moving away, the increase in return of signal time tells the computer in the officer's car your speed. Even if you are going toward each other, the computer knows the speed of the officer's car and again, signal return time factored in with speed of cop car the computer can give an instant, real-time speed.
Radar is used in many aspect of our lives from child detection or distance measuring on our cars to image formation in place. Most if not all radar measure range. It was developed by the British (whom still lead the field) in WW2 to locate German planes at night or get early warning of raids. Since then Radar used as expended to place vehicles, imaging terrain avoidance, sports speed measuring equipment and police speed traps.
