An example (depending on the laws in that state):

If a dad doesn't return a child after the weekend, but there is no custody agreement, the police can go and check that the child is okay. However, they usually can't just go take the child. There usually would not be an investigation. It is a civil issue that would need to go to family court.

However, if there is an existing court order, and the mom is able to show it to the officer, that means the dad is breaking the law. He is interfering with child custody. It is then a police issue, and they would be able to get involved.
