Lights are a more effective warning than a siren. Lights are silent and a siren can provide warning to suspects when the police would like to catch them.
No they can't unless they have their sirens and lights on.
Policies and laws vary from state to state, but in my locality, police officers basically use sirens (and lights) any time they are responding to an emergency call. If they are responding to a silent alarm, they may choose to not use sirens, but that's not common around here.

Before asking this question online, consider the possibility of asking an actual police officer, who could probably answer all your police code-cracking needs. A Code 3, in laymen's terms, means that you should activate your emergency lights and siren.
Police officers are supposed to follow the same rules as the rest of the drivers on the road *unless* they have their lights/sirens on. At that point, it is up to the police officer to judge, based on the situation and road conditions, what a safe speed is (in other words, they don't have a speed limit at that point, other than their own judgment.) Of course, the old saying goes "You may out run the cop, but you can't out run motorola"
Yes emergency vihicles automatically have the right of way if they are flashing lights and sounding sirens.
