Because only law enforcement officers are granted the exclusive powers that they possess. If people went around making believe that they were one, nobody would know who to trust, and if they turned to the impersonator seeking help, they would not receive it.

It's really illegal to convey you are something that you are not. It is illegal to impersonate a police officer, a doctor, or a firefighter. Pretending to be a prisoner is not likely to be illegal. However, you can cause some pretty big confusion if the police were to see you wearing a prison jumpsuit. Most likely you would be arrested on the suspicion you are an escaped prisoner. But once you were to explain what you were doing, the police would probably check you and run a background check and if you checked out, they would let you go. And probably reccomend you take off the prisoner outfit. It's kind of a stupid idea to impersonate a prisoner when you think about it. Why WOULD you want to, anyways?
