I would introduce them at a young age, preferably under 6 months. This will increase the chances of them getting along significantly.However i would NOT recommend this, as large rabbits do kick and such, even with rabbits they are playing with, just like a rabbit can smother/kick a guinea pig to death, two rabbits of drastically different sizes can be dangerous for the smaller.

Bob Herschbach, the Mini Lops' created, called them Mini Lops because they were a "mini" version of the French Lop (which they still are).
