Voir means 'to see' in French. Regarder is 'to watch'. You may watch something, and see nothing. You may see something, without watching for it. To watch is to be looking for, while to see is to perceive.
You say 'regarder la télé': to watch TV, or 'regarder un film à la télé' : to watch a movie on the TV. But you're going out to see a movie or a play (aller voir un film, aller voir une pièce).
