Older homes may have the ballisters (spindles) dovetailed into the tread. If that is your construction, remove the tread end cap and tap out the bottom of the ballister.

If doweled on the bottom, usually there is enough room to lift the ballister into the hole on the bottom of the handrail and pull out of the doweled hole in the tread. Often the ballisters are nailed with small finish nails that will have to be removed.

If you are replacing the ballisters, simply cut it and reinstall the new one.
