"Said" is used in the past tense, and "says" is used in the present/persent perfect tense. Examples:

"I was talking to Sally yesterday, and she said that mac and cheese is quick and easy."

"President Clinton said, 'I did not have sexual relations with that woman.'"

"Shelly always says that dogs make better pets than cats do."

"Mom says that you're her favorite."
