It all depends on the wording and tense that you want to use.
'John carries the waterhose to the pool.' Present, I believe. I don't have much experience in writing with the present tense. I prefer past tense as it gathers a better sounding sentence. But that's just me.
'John carried the waterhose to the pool.' Past.
'John will carry the waterhose to the pool.' Future.
