First of all you want to think of your audience. Some topics or phrases that are appropriate with one audience may not be appropriate with another.
Next you have to think of a topic. Your topic is going to be the main focus of your speech so think long and hard about it. Remember speeches are generally made to do three things:
A: Influence people
B: Tell a story
C: Inform people about a certain subject
Also, you generally want to make your topic about something you are either:
A: passionate about
or
