  4. If you are getting your work through an agency or are completely freelance. Agencies often take a cut off the top and pay base rates no matter the client. Freelance generally can pay less since the client does not have as many guarantees on quality nor do they usually have the same money available to pay as someone who goes through an agency.

If you are talking in general for a standard translation of a document going completely freelance then perhaps four to six cents per word would be average.
