No on the contrary it is quite bad as IQ test isn't how intelligent one is it is more or less how "bright" (or another way of putting it is how fast you can think) a person is regardless of anything (race, sex age, etc) the average score is 100 so if you do better than that it is considered good.
There are several Tests to meassure your English level as a second language. The most popular are TOEFL and IETLS. I'm not aware of a particular score you need to pass them, for each institution that requires the test has their own standards.
