According to the US Department of State, it takes 600 classroom hours to learn French and 2200 classroom hours to learn Mandarin Chinese or Cantonese. (For English speakers who have 25 hours of class per week and study 3-4 hours outside the classroom)

The ease with which you can acquire a particular language depends on what your native language is, how old you are, what are the languages of your environment: family, neighbors, school, TV, Radio, etc. Also, your incentive (your desire to learn another language) has to be very strong; for a better paying job, survival in a foreign country, to relate to a loved one who speaks another language, or possibly to do missionary work with a foreign-language group.

It is well known that children can learn several languages, if they are exposed to these languages as they are learning to speak. If you have a background of speaking, writing and reading English or Spanish, French would be easier to learn, because you would probably be learning French from books, tapes, etc., that communicate with you (using 'A,B,C; 1,2,3), to teach French to you.

However, if you have a background of speaking, writing and reading most of the Eastern Asian languages, chances are that you will be able to learn Chinese by means of one of these languages. Also, there are several versions of Chinese (Cantonese, Mandarin, Hmong, etc). As you know, they use a completely different type of writing, using symbols and combinations of symbols to express a thought.

Is it easier for a foreigner to learn Chinese or for a Chinese to learn English?

No, it is not. But, if you work harder, it's easy! If the foreigner is born in a Chinese speaking environment or the Chinese person is born in a English speaking environment it makes it a lot easier! Complete immersion is one of the best ways to learn another language.

Is it worth learning German or should I learn Chinese?

Why not learn both? In this day and age, Chinese would probably be more help, but German's a heck of alot easier to learn. Start with German, and once you've wrapped your mind around learning a realtively easy language, move on the the much harder Chinese.
