Verbal means spoken, sign means indicating - so no sign language is not verbal.
Answer
My opinion is the opposite: it is verbal, when someone is spelling out letters and words. In other ways, though, it is iconic: one movement can indicate an entire word or thought.

In sign language, clapping is used as a non-verbal way to show applause or approval. It can also be used to emphasize a point or express enthusiasm.
Sign language is a more universal form of communication than verbal language, but it is not universal in itself. Sign language can differ greatly between cultures and, typically, similarities come from the more obvious gestures in the respective 'dialect'. A good example of variation is American Sign language and British sign language which, whilst having some similarities, also have vast differences.
Sign language is a language that uses visual rather than verbal communication. Each word or concept in the language has its own particular sign. The use of signs and fingerspelling is typical in sign language communication.
Sign language is used by millions of people worldwide as their primary means of communication. It is commonly used by deaf individuals, as well as by those with hearing impairments or in situations where verbal communication is difficult or not possible. The exact number of sign language users varies by country and region.

More words are spoken through non-verbal communication than by verbal communication. When you next meet a friend in the street, raise your eyebrows, smile, and then extend your arms to them. I guarantee you will get a wide smile and hug in return. No effort of finding the right words - just effortless body language. Simple! :0)

Non-verbal communication can help run a meeting if everyone understands sign language. It's not beneficial to use non-verbal language at times because it can cause confusion.
Verbal communication is speaking, rather than writing or gesturing. Casual gestures, rather than sign languages, are clearly non-verbal, as are such aspects of "communication" as body language. But some people have argued that writing is, after all "verbal" in that it uses words. So is sign language (American Sign Language and Signed English are the major forms in the U.S.A.). Those who point out that writing is just as "verbal" as is speaking argue that to avoid ambiguity, speaking should be called "oral" communication, so that "verbal" can be used for any means of communicating with language. Still, we have the established references to "verbal" agreements and contracts and to "verbal" arguments, all of which which are simply not in writing, but are spoken. So it looks as though the term ""verbal" communication, meaning speech, is solidly entrenched.
