Different answer:

Considering the amount of words in a published dictionary, you may say English. However, if you look at many Asian languages, e.g. Sanskrit, there are so many ways of (non-haphazardly) creating words from verbal roots, that it would be futile to make a comprehensive dictionary. So I would say Sanskrit.

Also, as you say 'richest', I would like to say every Sanskrit word has an inner meaning, it is not a bland single meaning word. One example:

The word for beggar in Sanskrit is Bhikshu.

Bhikshu, doesn't only mean beggar, it also means venerated, detached (From materialism and desire) being.
