i think it depends on where you live... i am undergraduate student in WV with F1 visa. i got my SSN when i got a job oncampus. as you know, international students are allowed to work oncampus. if you have signs from where you work and also office of international stundents, im sure you can apply for SSN. you should go to office of internatinal studnets and ask them or ask your international friends!
