The basic rule takes into account the form of the Subject:

A singular noun/pronoun as a subject requires a 3rd person singular verb.

ex. A bird is flying over...

This was my story.

Jack has arrived...

Exceptions: news, mumps, mathematics (all take a singular verb) and so on.

The agreements gets a little tricky when it comes to collective nouns:

ex. The Cabinet are meeting today = all the ministers and secretaries of state

or

The Cabinet is nothing but a bunch of incompetents = the Cabinet as a whole.
