In France, I started to learn English in CP, which is the equivalent of the first grade. What we learned however was very basic and a more intense learning of English starts in sixth grade. In seventh grade, we start to learn a third language (usually either Spanish or German).

That will take years, even if you start to live in a French-speaking environment - except for young children who will learn French as easily as their native language. But learning a few hundred common French words is certainly enough for us French speakers to understand you, and this is the real purpose of learning a language.

Yes, very much so! There is a window in early childhood where it is easiest for children to grasp a second language, so parents should take advantage of that. This is not to discredit any other form of second-language acquisition later in life, but it is just easier for children to learn when they are younger. Hope this helps!
