It is German for flour. It is also a very uncommon surname in both Germany and U.S. There is a train stop in Bonn that used to be a town, called Mehlem. A more common version of Mehl as a name is Mehlmann-flour man, or Miller. It may have been used to indicate the miler (instead of using 'heller) or the location of the mill.
