simply that it has been previously owned, not brand new, somebody else has used it before you. Even though if you think about it, the prefix pre- means before, so in essence they're saying pre-owned (BEFORE it was owned), so that means NEW!!! Of course, that's not the case, but it highlights how sneaky sellers can get. Maybe one day they'll call used things POST-owned...or just USED?
