It's gibberish. Spanish nouns and adjectives have to agree in gender and number. 'Es' means you/he/she/it is - singular. 'Todos' is a plural adjective. For this to be correct Spanish, it has to be either 'Es todo.' or 'Son todos.'

'Es todo.' means "It is all." or "That's all."

'Son todos.' means, "They are all." or "That's all of them."
