In science and engineering: 'Thermo' is short for 'Thermodynamics.'

Thermodynamic analysis provides information on the equilibrium configuration of a system. It predicts whether or not a chemical reaction (or set of reactions) is energetically favorable.

It does not provide a basis for the rate at which the reaction takes place, this is provided by Kinetics. (Note: If the rate of reaction is slow enough, that reaction can be considered to not occur for all practical purposes.)
