There is no such thing as as deaf person that can hear, unless you're talking about a hard-of-hearing person, or a person who is legally deaf but has some hearing. In that case, a person talks to another person in a common language, whether it be sign language or vocal language.In these situations, I don't think there's any implication that sign language is less important.

I suggest taking it from a deaf teacher. They are typically the most skilled and have the best understanding of Deaf culture. Other forms of communication include PSE, MCE, TC and oralism. You can be Mute without being Deaf, people that don't have the ability to or don't want to talk would be mute. "Deaf-Mute" (and that isn't a widely used description anymore) would refer to a person who was Deaf and did not speak.
