In most European countries, and increasingly in China and other Asiatic countries, English is a second language studied from elementary school on. The majority of young adult Europeans, and virtually all young Europeans today speak decent conversational English, and many of them speak it with near fluency. Asian nations are coming up fast in that regard. But in Arab nations, the people you see on the news who speak good English are mostly those who went to college in the USA. Taken on a world-wide basis, most other nations - particularly European nations - put Americans to shame with their grasp of our language, which is, after all, a "foreign" language to them. Best of all may be the Netherlands, where study of English was a school requisite as long as 50 years ago. Most adults in Holland speak English almost as well as they speak Dutch.
