It depends entirely on the country, what is meant by "more rights", and which distinguishing factor is more important (Amazigh or Woman).
With the exception of Morocco and Tunisia, Amazigh women in most North African countries (Algeria, Mauritania, and Libya) have minimal rights. Moroccan rights that extend to all women have had a harder time penetrating the mountains where the larger Amazigh communities are (since they are farther from the coastal cities). Women's rights, especially among Amazigh, are slow to change and most Amazigh women are still treated differently and less than the male members of their community. Of course, there are certainly strong Amazigh women, but by and large they are far away from equality.
