The 'goat' part is quite literal, it comes from an ancient Jewish ceremony where a goat would become a symbolic bearer of a community's sin, and be sent into the wilderness, signifying that the sins have been sent away.

One could say the goat was being punished or blamed for the sins of others, which is the meaning of the word 'scapegoat'.

Well, in The Bible, you would see stories of the scapegoat. Which is taking one goat who has 'sinned' (or as they say) and they set it free. Instead, they burn an Innocent goat to take the blame for the scapegoat. If your friend get's in trouble and you take the blame for them, then there a scape goat. In the bible, which is where it originates, They scapegoat is us, and Jesus takes the blame for us. Which is why in the story when they decide to either let Jesus go, or the man who has stole, murdered and disgraced everyone, they decide to let the man who had sinned go. So he is the scapegoat. He represents us. Jesus takes the blame for use so that we are the scapegoat. As you see it clearly originates from the Bible.
