Because it's a form of Subjunctive, a mood, not the Past Tense (although they are identical, the difference becomes obvious in the verb to be). "To be" has a unique form = "were", for all the persons.

"If I were you I'd take a taxi, you're too tired to drive".

"I wish he were here".
