a person who has an articulate home background and an opportunity to practice the language, most likely will develop a language facility. it does not mean though that if the person is talkative he or she isautomatically thinking. sometimes people just talk and talk without purposeand sense. we need language to let people know what we are thinking; but being good in grammar and sentence construction is not the same as thinking. think involves meaning and therefore we should not mistake people who talk fluently as good thinkers.
