1. Construction of the Book- How well the book is made? Is it a hard back or paper back book? Is it the size and materials used appropriate for the age of the child reading?
2. Theme or Concept is evident: What is the theme? How is the theme/concept expressed? Is the theme easy to identify or well-defined?
3. Presentation of Information: Is the information in the book easy to follow? Is the information in the book accurate or believable? Does the information follow a logical order and is it well-organized?
4. Development of Plot: Is the plot well-defined? What is the plot? When are the characters introduced?
5. Characterization: How are the characters developed?
6. Setting: What is the setting in each book and how does the author let the reader know the setting of the story.
7. Style of the Author: What is the writing style of the author? What type of vocabulary does the author use? How long or short are their sentences?

There is a committee that makes the decision. It is comprised of librarians and teachers and the members change every year. Each committee member receives a copy of every book from the publishers, it runs about 400 to 500 books each year. The group narrows down the books to a dozen or so and then meet to discuss the merits. There is a winner and the committee can select a limited number of Honor Books if they feel they are worth it.
