The only things a horse does intentionally trying to hurt you is kicking or biting. Throwing you off their back, stepping on you, trampling you, has nothing to do with them purposefully thinking "I think I'll buck my rider off/ step on her foot/ run over her just to break her arm/foot/leg" It is the horse either reacting to being scared, high energy, or just an accident, and is largely the rider's fault for not being more careful.
