That is a judgement that is specific to humans. Animals can't be "lazy" because that is a strictly human definition.

That said, it is a characteristic of cats that they can and do sleep a lot. House cats eat significantly less than dogs of the same size, and so conserve energy by sleeping more. Cats' hunting style, as one would expect for solitary hunters, involves a lot of lying in wait and sudden attacks, and their bodies are optimized for that sort of pattern, conserving energy until a sudden burst is needed.

Note that generally speaking, a healthy cat will be reasonably active; generally, cats get sluggish as they gain weight. An overweight cat will seem significantly less active than one who is at a healthy weight.
