Socially/culturally at least, Orcas are smarter (and in at least equal intelligence in all other areas).

Orca social units are far more cohessive and full of ettiquette and structure, and their cultures and languages are about as complex as primitive Sino-Tibetan dialects. They have also conquered all the world's oceans in similar manner as man.

Dolphins are socially primitive cannibals and rapists. They are to Orcas what criminal elements in our own society are to the law abiding.
