The Red Fox is known for being quite clever, and in my opinion are able to act faster and quicker without approval from an Alpha as to if they are allowed to or not, enabling them to navigate terrain quicker and not worry about hiding a whole pack.
No I don't think so that fox is smarter than wolf. Fox can be human friendly whereas wolf wont be and can be dangerous too, as well as fox too but at lesser degree. Wolf's are usually act sensibly whereas fox sometimes wont.

Foxes are smaller than wolves and aren't more powerful than a wolf either. Also a wolf is bigger and stronger than dogs and foxes. Foxes will follow but never travel with a wolf, because wolves travel in their packs. A fox would never make it into a wolf pack because of dominaincy and ranking in the pack.
