Yes. Because giraffes have spots that really do look like spots but they really are blobs of an orange-y shade of orange. To having spotty it means that they are covered with spots; blobs of a pattern on an animal's or human's skin.

Remember: It doesn't mean you have spots all over you and that the animal has spots, it means patterns or spots on an animal or humans skin.
