It would be best to contact your local transportation authority on the matter, but typically most places have no laws saying that horses cannot be out on the roadways. It would be wise though to use a sidewalk if available instead, as it will avoid holding up traffic and puts a bit more distance between you and drivers who probably know nothing of horse safety. If you do ride out on a roadway, always wear a helmet and reflective gear, a body protector vest would be a good idea also.
